		<description>That is certainly a valid point. I would think that any such schools would have to take this into account and provide funding for increased bandwidth for school districts and for students.</description>

		<description>The only problem I see with creating virtual high schools to help with rural communities is that many of those rural communities have limited, dial-up, or no internet access. I would image that a high speed internet connection would be essential for online learning. An idea to make foreign teachers available to rural communities would be to have online classes available at the local schools. Is that what is proposed by this or is it meant to be for in home schooling?</description>
